Does this kit come with an action base?
Answer
It does not. For a kit of its size and weight, I'd recommend Action base 1 or the newly-released 8, as #4 is a bit too flimsy for MGs.

Does this kit come with decals? I mean besides the foil ones for the eyes and such, are there any for detailing the outside?

This comes with sticker-style decals for markings and foil stickers for the reflective eyes/cameras.

does this kit come with a core fighter?
Answer
It doesn't and isn't compatible with any core block systems as the cockpit is permanently installed; however, it does give it a greater range of motion and it's accurate to the Origin manga (In that continuity the I believe the RX-78 only got a core fighter at around Jaburo)
